The system does not allow us to file a refund application. so ,one can take out the format accordingly and fill up all relevant details correctly submit to the authority as online system does not allow any one is it right approach?

Answer:

Your observation and approach is right It is further added that if the online application is not possible to submit then you should submit hard copy to the concerned officer with reference that the on line application is not possible to submit because the system is not allowing it  It is further suggested that a copy of the screen shot of the portal should be attached with the application of refund  (Reply dt. 27/11/2017)
