Answer

According to Circular No. 8/8/2017-GST dated 04.10.2017 read with Notification 37/2017 -Ct dt.04/10/2017, the facility of export of goods and/or services under LUT has now been extended to all registered persons except to those who have been prosecuted for any offence under the CGST/IGST Act /any of the existing laws and the amount of tax evaded in such cases exceeds two hundred and fifty lakh rupees.
Earlier furnished Bond has a validity for one year from the date of filling . But you can export against such bond till 31.03.2018 because of updated Procedure of LUT/bond in the said notification validity of LUT/Bond is limited to the Financial year during which the same is executed.
Yes , you are right all exporter exporting Goods or Services without payment of tax need to furnish fresh LUT for the FY 2018-2019. (Reply dt. 06/4/2018)
